ECE is a refereed international journal of the social sciences and humanities with a focus on the region 'between the Baltic and the Adriatic'.

Established in 1974. Since 2004, the journal is hosted and financed by Pasts, Inc. The journal started its new series in 2005. Sorin Antohi served as Chairman of the Editorial Board between 2005 and 2006.
